Job summary:
Designated Migration Officer - Temporary Residents complete application assessment and make final decisions on applications for temporary residency to Canada under the Immigration and Refugee Protection Act (IRPA). This role requires strong analytical skills to understand and interpret complex legislation, and ability to apply that knowledge in decision-making. Other key activities may include: composing reports, briefings and presentations; research and analysis of application trends or other topics that may have an impact on IRCC program delivery; gathering and preparing statistics; conducting immigration interviews, explaining decisions, policies and procedures to clients, their representatives, partners and other stakeholders; or participation in promotion and recruitment activities for temporary residence to Canada.
Area of Selection:
Open to any person who has the right to reside and work in Mexico (or who can get a work permit by their own means before an appointment).

Essential Qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:
- Candidates must have finished their university studies at a legally registered institution
Candidates must provide proof* of the completion of their education.
*Valid documents include: “titulo”, “cedula”, or an academic record/official letter confirming that 100% of university courses have been complete
Language:
- Ability to communicate orally and in writing in English and Spanish at an intermediate level (similar to B2 in the Common European Framework of Reference - CEFR) or higher.
Experience:
A minimum of 3 years of cumulative and recent* experience** working for a public or private organization in one or more of the following areas:
- Experience working in migration field or similar (including, but not limited to: visa processing, research and reporting, fraud analysis, etc.);
- Experience using knowledge of regulations, legislation, or other rules or guidelines to analyze complex problems and make recommendations or decisions;
- Experience composing correspondence, reports, briefing or presentations;
- Experience supervising staff, performance management, and/or participating in the assessment / selection of candidates.
*Recent is defined as October 2018 onwards.
** Experience must be within a professional office environment (cumulative part-time assignments, including “Prácticas Profesionales”, “Servicio Social”, or Volunteering also count as experience).

Asset Qualifications:
Preference may be given to candidates who meet the asset qualifications. Candidates must clearly demonstrate in their application and, if applicable, during the selection process, how they meet one of the following qualifications:
Language
- Advanced (similar to C1 in the CEFR) or higher written and spoken proficiency in English;
- Intermediate (similar to B2 in the CEFR) or higher written and spoken proficiency in French;
- Ability to interpret and/or translate Haitian Creole into English and/or French;
- Ability to interpret and/or translate Portuguese into English and/or French.
Experience
- Experience in a leadership role in a professional work environment;
- Experience using knowledge of regulations, legislation, or other rules or guidelines to analyze files and make recommendations or decisions;
- Experience supervising staff, and undertaking performance management and/or recruitment;
- Experience in research, communication, data analysis/analytics, migration issues, or law;·
- Experience in web or software development tools, such as Access, Python, or similar;
- Experience working in a diplomatic mission or international organization;
- Experience working or studying abroad.
Operational Requirements:
- Must be willing to travel domestically and internationally.
- Able and willing to work overtime as required on short notice (on weekdays and/or during weekends).
- Willingness and ability to work on a combination of Mexican and Canadian statutory holidays, which means you will be required to work on certain Mexican holidays.
- Able to work in a high-pressure work environment.
- Working hours are 37.5 hours per week Monday to Friday. Place of work is the Annex to the Embassy of Canada in Mexico City (near Soumaya).
Conditions of Employment:
- Conditions of employment must be met or complied with before being appointed to a particular position and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period (will begin once the staffing process is completed and may take ~4 weeks).
Other conditions of employment:
- Successful candidates at the end of this competition will obtain a 1-year full-time employment. During this year, candidates will be placed into the Locally-Engaged Migration Officer Development Program (LEMO-DP). Requirements include both in-person and on-the-job training followed by examinations at the end of each stage. Candidates are provided only one opportunity for each examination and must achieve a passing grade to continue in the development program and maintain their employment. Candidates who do not get a successful designation within the program timeframe will not have their employment renewed. Candidates who are successful in the LEMO-DP will obtain an indeterminate employment at the LE-O1 level (which leads to a fixed salary of MXN 651,392 per year before taxes – subject to annual increments).
