Summary of Duties:

Under the general supervision of the Common Services Officer (Property), the Specialized Technician (Electrician) provides specialized repairs and technical maintenance services on owned or leased assets and equipment in one or more of the following areas: electricity, heating and/or ventilation and air conditioning (HVAC). This includes planning and preparing preventive technical maintenance programs and providing guidance and training in the area(s) of expertise.  

Provides technical advice and recommendations to management on work to be done when doing periodic inspections for maintenance purposes and to maintenance technicians and contractors on how to do the work such as maintenance, repairs, and/or replacement of material, equipment and/or systems in accordance with safety and security regulations, professional codes, and national and local standards and procedures. Provides project progress reports and written technical assessments on scope, solutions, and costs estimates for projects or specialized maintenance/repair work and recommends suppliers and contractors when required.  

Provides technical expertise and responds to requests requiring specialized installation, technical maintenance, and repairs in one or more of the following functional areas such as electricity, HVAC, and/or water sewage, on owned or leased assets, systems, and equipment, in accordance with safety and security regulations, professional codes, and national/local standards and procedures.

Oversees and inspects the work of contractors and maintenance technicians to ensure compliance with professional codes, national/local standards, plans, contract and manufacturer’s specifications, and manages the schedule to ensure all tasks are carried out within the requested period.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:

Candidates will be required to provide proof of the completion of their education.2

  • Recognized technical and/or professional certification in the electrical field (electrician) 

 

Language:

  • Working level of English (spoken, written, comprehension) 
  • Fluent Portuguese (spoken, written, comprehension) 

 

Experience:

  • Recent experience* working in general maintenance and with troubleshooting home and/or office maintenance issues;  
  • Recent experience* working in electrical repairs 
  • Experience working and liaising with government, business and/or civil society 

    * Recent experience is defined as a minimum of three (3) years within the last 10 years 

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

 

Knowledge:

  • Knowledge of health and safety regulations/procedures 
  • Knowledge of basic maintenance management concepts and procedures, such as maintaining Supplies and inventories and maintaining Service records
  • Knowledge of basic maintenance repair concepts and procedures such as; electrical, HVAC and or carpentry

Abilities: 

  •  Ability to work under pressure
  • Ability to communicate in English and Portuguese (oral, comprehension and written) including ability to accurately relay facts related to incidents and problems
  • Ability to manage own time, balance multiple priorities and consistently meet deadlines
  • Ability to establish and maintain effective and professional interpersonal relationships with colleagues, managers; high level officials and other relevant contacts
  • Ability to use computers including MS office and internet research skills

 

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Experience with security installations such as gates, motors, keypads and/or CCTV
  • Experience with maintenance of generators
  • Experience working in a general maintenance position at a diplomatic mission, government agency or multinational company
  • Plumbing or HVAC certification 
 

Operational Requirements:

  • Any job offer is subject to receipt of satisfactory references
  • The successful candidate must adhere to the terms and conditions of employment as set forth in the locally engaged staff handbook
  • The successful candidate must disclose to the High Commission if they hold Canadian citizenship before being employed at the High Commission
  • Working hours 37.5 hours per week, 5 days a week 
  • Ability to work overtime outside of normal working hours 

 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Other conditions of employment:

  • Possess a valid Mozambican  driver's license.  
  • Ability to meet the medical requirements as defined by the employer. Successful candidate(s) may be required to undergo a medical evaluation.
