SUMMARY OF DUTIES
Working under the direction of the Managing Director of the Saskatchewan Singapore Office, the Senior Trade and Investment Officer is a locally-engaged employee of Global Affairs Canada providing services for the Government of Saskatchewan based in the Embassy of Canada in Manila under the general direction of the Program Manager. The Senior Trade and Investment Officer will:
- Contribute to the planning, development and delivery of the Province of Saskatchewan’s trade, investment, education and labour mobility activities.
- Facilitate Saskatchewan origin exports, work with local businesses and investors to attract foreign direct investment to Saskatchewan through the development of strategic relationships.
- Deliver targeted business development programs.
- Advance Saskatchewan’s labour mobility and education priorities in the Philippines.
AREA OF SELECTION

ESSENTIAL QUALIFICATIONS

Education
This position requires:
Bachelor’s degree or higher in Commerce, Business Administration, International Relations, Economics, Political Science, Public Administration, Engineering, Sciences or a related field from a recognized university. An equivalent combination of education/training and experience may be considered.

Language
The Following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels.
- An advanced proficiency level (reading, writing, comprehension, and speaking) in English.
Experience
In order to perform the duties relevant to this job, the following experience is required.
- A minimum of five years’ experience in one of the following:
- International business development;
- Foreign direct investment attraction;
- International education;
- International labour mobility;
- International relations
- Experience in project management;
- Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.
- A minimum of three years’ recent* experience working with foreign companies, governments or non-profit organization.
- Experience working with customer management systems (CRM) and effective use of customer data and information
Recent is defined as within the last seven (7) years.

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Advanced proficiency in Tagalog, both written and spoken.
- A minimum of eight years’ experience in international business development or international relations.
- Experience working in labour mobility or international education partnerships.
- Extensive experience providing advice to clients about conducting business abroad and in the Philippines.
- Experience in developing, planning and coordinating international trade events and business missions.
- Established network of key influencers and investors in industry, government and related organizations and associations in the Philippines.
- Experience working in the agriculture, agri-food or ag-tech industries and a developed network of investors relevant to those sectors.
- Understanding of the business advantages of investing in Canada.
OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a ``meet/does not meet`` basis and can be used to determine right fit of a candidate for the position.
- Must be willing to travel within the Philippines and internationally; and
- Must be available for occasional duties outside normal working hours (i.e. evenings and weekends).
CONDITIONS OF EMPLOYMENT
Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
