SUMMARY OF DUTIES

Canada’s Trade Commissioner Service (TCS) is a worldwide network of professionals in international business development (IBD), with preferred access to business knowledge and contacts, who are committed to advancing Canadian commercial and economic interests abroad. The TCS provides strategic market information and market access solutions to Canadian companies looking to export, invest abroad, or develop innovation and R&D partnerships. The TCS also assists foreign companies planning to invest in Canada or current investors looking to expand their operations in Canada.

This position contributes to the delivery of the IBD program at the Embassy of Canada to Thailand by delivering services to clients in accordance with TCS policies and guidelines, and Government of Canada policies and priorities for international trade, investment, and innovation. All Government of Canada employee activities are governed by the Government of Canada’s Code of Values and Ethics.

Under the direct supervision of the Senior Trade Commissioner or other Trade Commissioner, the Senior Trade Officer’s major responsibilities include:

  • Promoting trade, investment, and innovation collaboration between Canada and Thailand. 

  • Conducting research and analysis of trends, local developments, and emerging opportunities to promote and advance Canadian commercial interests for the sector of responsibility in Thailand. 

  • Engaging in activities to advance market access and export development for the sector of responsibility, including understanding, analyzing and reporting on trade policy issues, developing potential advocacy strategies, and facilitating regulatory collaboration. 

  •  Providing advice, expertise and recommendations to the Senior Trade Commissioner and/or Head of Mission as the focal point of contact on trade opportunities, program implementation, policies, market intelligence and official visits and events. 

  •  Fostering strategic alliances, including developing and maintaining a network of local and international business contacts, like-minded partners, and identifying key business leads to introduce Canadian businesses to potential commercial opportunities. 

  •  Providing strategic advice and services to support Canadian clients pursuing business development activities in Thailand, such as but not limited to, advocacy and troubleshooting. 

  •  Performing other related duties that support the overall work of the Trade Program, such as planning high-level visits, business missions, writing strategic briefing notes, reporting, presentations and administrative functions.

Education

This position requires:

  • A Bachelor's Degree or Undergraduate diploma from a legally recognized Post Secondary Institution in commerce, international business, finance, and economics, or an acceptable combination of education, training and work experience. or an equivalent combination of education, training, and/or experience.*

Language

The Following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels. 

  • An advanced proficiency level (reading, writing, comprehension, and speaking) in English.
  • An advanced proficiency level (reading, writing, comprehension, and speaking) in Thai.

 

Experience

In order to perform the duties relevant to this job, the following experience is required.

Minimum five yearsof recent relevant experience in all of the following areas:

  • International business development; 
  • Experience in developing relationships with clients and stakeholders, including preparing for and conducting meetings with internal and external contacts; 
  • Experience in planning programs with minimal supervision for the following: clients and partners, high-profile visits, trade shows, roundtable networking events, trade delegations; 
  • Experience in providing strategic advice, briefings and written reports to management and/or clients on international business issues relating to one or more of the priority sections of the Embassy: Agriculture, Information and Communication Technologies, Infrastructure, Clean Technology, Defence and Security, and Science, Technology and Innovation/Education. 

 

RATED REQUIREMENTS 

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

    • Knowledge of the Government of Canada’s priorities and approach related to international business development.

  • Client Orientation: Ability to manage client and stakeholder relationships and provide client service support to customers.  

  • Organization and Coordination: Excellent judgment to set priorities, decision-making, plan, organize and implement plans with minimum direction.   

  • Networking and alliance building: Ability to engage with key contacts and form networks, including through social media networking and research. 

  • Resilience and adaptability: Including flexibility to manage multiple priorities and tight deadlines.

ASSET QUALIFICATIONS

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Experience working within a diplomatic mission or international organization
  • Knowledge of the agricultural market in Thailand from a business development perspective (including innovation and investment) along with market access and regulatory
  • Understanding of Canadian agricultural industry dynamics such as priority sectors and export demand trends along with capabilities across the provinces and territories
  • Ability to speak and write in French
  • Master’s level degree in a related field, including but not limited to commerce and international business

 

OPERATIONAL REQUIREMENTS

Operational requirements will be assessed on a ``meet/does not meet`` basis and can be used to determine right fit of a candidate for the position.

  • Working hours are Monday to Thursday, 08:00-16:30 and 08:00-13:00 on Fridays
  • Must be available for occasional duties outside normal working hours (i.e. evenings and weekends); and
  • May be required to travel on occasion.

 

CONDITIONS OF EMPLOYMENT

Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.

  • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
