Salary: The starting salary of the position is JPY6,532,347 per annum and is non-negotiable. All employees are provided an annual step increase to the maximum salary of JPY10,430,228 per annum. Internal candidates starting salary will be determined based on the Global Affairs Canada Pay Guidelines.

SUMMARY OF DUTIES
Under the general direction of the Canada Border Services Agency (CBSA) International Network Manager (INM), delivers operational, administrative and financial support to the CBSA program at mission. Responsibilities include:
- Prepare draft budget submissions, monitor expenditures and maintain financial tracking in accordance with departmental requirements
- Process travel claims and related financial transactions using the mission’s financial management system
- Coordinate, track and organize taskings and reporting across the INM team
- Provide guidance and information on operational and technical matters to team members
- Support program delivery through administrative coordination and stakeholder engagement consistent with CBSA operational priorities

ESSENTIAL QUALIFICATIONS

Education
This position requires:
- A degree from a recognized university or high school diploma with an acceptable combination of education, training and/or experience.

Language

- An advanced proficiency level (reading, writing, comprehension, and speaking) in English.

Experience
In order to perform the duties relevant to this job, the following experience is required.
- A minimum of three (3) years' work experience in an office environment performing operational and administrative activities by applying and adhering to the relevant rules, policies, regulations, and legislations.
- Experience working for, or liaising with, government departments or organisations with a border management mandate.
- Conducting research, collecting, and analyzing information and providing operational reports.
- Experience providing financial and budgetary support, including monitoring expenditures, tracking budgets, and assisting with financial reporting.

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Fluency in written and spoken French
- Experience working with legislation related to privacy of information
- Experience with tracking taskings within a team environment
OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a ``meet/does not meet`` basis and can be used to determine right fit of a candidate for the position.
- Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week, in accordance with the Terms and Conditions of Employment for Locally Engaged Staff (LES) in Japan.
- The incumbent may be required to work flexible hours, including evenings and weekends on an as-needed basis.
- In some weeks, the incumbent may be required to work in excess of 37.5 hours. Overtime will be paid for all hours worked beyond 37.5 hours per week.
- This position requires full time, in-person on site presence at the Embassy of Canada
- Occasional travel within the area of responsibility may be required in support of CBSA operations
- The incumbent is required to adhere to Global Affairs Canada's Values and Ethics Code.
CONDITIONS OF EMPLOYMENT
Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Must hold a valid passport for travel
- Health assessment may be required at the discretion of the Head of Mission
Special Request from Mission / Additional Comments:
- Commuting assistanceis available (up to a monthly limit of JPY 18,300).
- Depending on the approval of management and job type, remote work may be available for up to one day per week.
- The Canadian Embassy is enrolled in Japan’s labor insurance (worker’s compensation insurance and employment insurance).
