Summary of Duties:

Under the supervision of the Deputy Director for Analysis, Planning and the Education Sector of the Development Section at the Canadian Embassy in Senegal and in close consultation with the Global Affairs Canada (GAC) development team in Ottawa, the Senior International Assistance Officer supports all phases of programming and management of projects and programs, with a particular emphasis on the governance and public financial management sector, including the management of budget support programs. 

The Senior International Aid Officer participates in the identification, planning, implementation, monitoring and evaluation of projects for the bilateral cooperation program in Senegal. The Officer may also support other Canadian international cooperation programmes, such as the multilateral, partnership or humanitarian programs, where appropriate. 

They ensure coordination with other stakeholders, including government, civil society and other donors.  

The Senior International Aid Officer represents the Government of Canada at events, participates in policy dialogue and maintains a network of contacts and a knowledge base in support of Canadian development programs in Senegal, with a specialty in the area of governance and public financial management. 

They also perform other duties as required, such as providing support for official and/or high-level visits.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process.

Education:

Candidates will be required to provide proof of the completion of their education.

      • Master's degree from a recognized university in a field related to international development, economics, public finance, OR a combination of education (bachelor's degree/undergraduate diploma) and 10 years' experience in managing and/or monitoring international cooperation projects.

Language:

      • Fluent French (spoken and written).

Experience:

The experience mentioned below may have been accumulated in a governmental setting, with a bilateral organization, a ministry, a non-governmental, international or multinational organization, in an embassy or in the private sector.

      • Minimum of 5 years' experience within the last ten (10) years in the design, implementation, monitoring and/or accompaniment of international development projects in the field of governance and public finance management.
      • Minimum of 5 years' experience within the last ten (10) years in the following fields: strategic analysis, and/or maintenance of stakeholder networks, and/or drafting of reports and memos, and/or briefing notes and presentations for executives, and/or formulation of recommendations and advice for the management of international development projects.

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

      • The context and challenges pertaining to economic and social development in Senegal, particularly in the areas of governance and public financial management.
      • Knowledge of Canada's international aid policies and priorities in Senegal, and of aid effectiveness principles.
      • Knowledge of Microsoft Office tools (including, but not limited to Excel, Word, Outlook, Power Point).

Competencies:

      • Ability to analyze, synthesize and summarize information, write reports and/or propose key actions and make recommendations to senior management.
      • Ability to deal with changing and competing priorities and unpredictable requirements or situations.
      • Ability to solve problems and propose solutions.
      • Ability to communicate complex information effectively, both orally and in writing, using accessible language for management and make recommendations to management, peers, partners and stakeholders.
      • Ability to establish networks of professional contacts, and to represent Canada in policy dialogue with all stakeholders.
      • Judgment.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

      • Experience with budget support.
      • Experience of working in an embassy.
      • Experience in the education and/or vocational and technical training sector.
      • Intermediate level of English (written, read, spoken).
      • Knowledge of social media (including, but not limited to X/Twitter, Facebook).

Operational Requirements:

      • Working hours: 37.5 hours per week, Monday to Friday.
      • May be required to work overtime.
      • May be required to work outside normal working hours (i.e. evenings and weekends).
      • Will be required to make follow-up visits in the field, outside Dakar and occasionally in other countries. 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

      • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
      • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
