Summary of Duties:

  • Manages and/or delivers international assistance program and/or project initiatives in Iraq according to Canada’s international development objectives and country strategy, if applicable. This includes defining, overseeing, and monitoring international assistance projects and reporting on results. 
  • Provides technical and strategic advice and recommendations on the development of plans, objectives, resourcing requirements and deliverables for international assistance projects and programs. 
  • Assesses funding proposals, prepares project approval documents, presentations, briefings and other materials, and provides substantive input into the development of policy and/or program frameworks. 
  • Conducts or leads complex research and analysis of trends and developments related to international assistance program/project/thematic initiatives. 
  • Establishes and maintains a network of contacts and deepens relationships with the local government, local, international and multilateral institutions, civil society, NGOs and the private sector. 
  • Implements the international assistance program communication strategy and leads policy dialogue in one or more sectors to promote thematic/project/program initiatives in host country/region. 
  • Engages with in-country/region partners with a network-wide policy coherence perspective to ensure alignment of policy objectives, interests and international obligations and ensure the effectiveness of Canada’s overall international assistance engagement in Iraq. 
  • Leads and/or participates on committees and working groups related to international assistance thematic/projects/programs and mission’s activities as required. 
  • May be required to translate documents and/or interpret for CBS staff.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

 

Education:

Candidates will be required to provide proof of the completion of their education.

  • Master’s or equivalent degree from a recognized university.   

 

Language:

  • Advanced fluency in (speaking, reading, and writing) English. 
  • Advanced fluency in (speaking, reading, and writing) Arabic.  

 

Experience:

  • A minimum of five (5) years of experience as an employee of an Embassy in Iraq. 
  • A minimum of five (5) years of experience developing, implementing and monitoring international assistance projects. 
  • A minimum of five (5) years of experience in research and strategic analysis, and writing reports, briefing notes and presentations. 
  • Experience in building and maintaining stakeholder relationships, including preparing for and conducting meetings with key internal and external contacts. 

 

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

  • Ability to analyze, plan and manage all aspects of project and program management, including financial and contract management, and supervision of consultants; 
  • Ability to plan and organize programs for high level visits and events with minimal supervision 
  • Ability to independently research, analyze, and synthesize information, to provide strategic advice, briefings and written reports to management; 

 

Operational Requirements:

  • Working hours: 37.5 hours per week, Sunday to Thursday; 
  • Ability to work overtime; 

 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Other conditions of employment:

  • Hold valid passport and ability to travel (domestic and/or international).
