Summary of Duties:

This position is at an experienced level of work in the Economic and Commercial Affairs Program of the Embassy of Canada in Paris. The mandate of the Trade Commissioner Service is to advance Canada's economic interests in global markets through a variety of activities, including: contributing to the expansion of export markets; conducting advocacy and access to foreign markets; understanding and analyzing trade policy issues; attracting foreign investment to Canada; developing a network of international business contacts; fostering strategic alliances; linking Canadian businesses to global value chains; supporting licensing and venture capital linkages; promoting joint venture partnerships and foreign capital investment; facilitating R&D collaboration and technology transfer.

Key activities of the position include:

  • Create networks, conduct advocacy and represent the Embassy of Canada in meetings with local authorities,
  • Provide advice, recommendations and expertise on local and national economic policy and economic development issues, bilateral and international economic relations, advocacy strategies and opportunities, economic and trade program planning and delivery, and official visits and events.
  • Prepare and edit reports on economic, trade and political issues that are consistent with Canadian priorities, as well as documents in support of advocacy activities or high-level visits, including briefing notes, presentations, plans, notices, programs and visit reports.
  • Conduct in-depth research and analysis on trends and developments related to existing or emerging local/national, bilateral or global economic issues, as well as local/national economic and trade policy, identifying their impacts on Canada.
  • Conduct or lead in-depth research and analysis in support of the development and implementation of economic diplomacy advocacy projects and strategies.
  • Coordinate high-level visits and develop strategies to support and advance the planning and implementation of the Economic and Commercial Affairs program.
  • Establish and maintain a network of contacts and deepen relations with local and foreign officials, companies, experts, academics and think tanks in order to keep abreast of the latest developments.

 

Area of Selection:

This position is open to candidates who have the right to reside in France and work legally on a permanent basis as an employee at the time of application, and who meet all asset qualifications and whose applications are received by the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process.

Education:

Candidates will be required to provide proof of the completion of their education.

      • Post-secondary degree (equivalent to French baccalaureate + 5 years i.e. a validated degree) in economics OR another field of study related to the position to be filled. 

OR

      • A master's degree from a Canadian institution in economics or another field of study related to the position to be filled.

OR

      • An acceptable combination of education, training and/or experience (at least 3 years of additional working experience of the one requested).

Language:

      • Fluency in French (oral and written).
      • Excellent knowledge of English (oral and written).

Experience:

      • Professional experience in the field of analysis and research in economics or other relevant field*. A minimum of five (5) years in the last ten (10) years.
      • Experience in establishing and maintaining a network of contacts.

*Relevant fields includes: Public policy, Sustainable development and environmental policy, International trade and development, Social policy (health, education, social services, migration), Regulatory policy, Innovation and technology policy, Labour market and employment policy or other.

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

      • In-depth knowledge of France's economic and domestic policy.
      • Knowledge of European and international institutions and politics.
      • Knowledge of macroeconomics.

Competencies:

      • Judgment and discretion.
      • Demonstrate initiative and be action oriented.
      • Working with others and horizontal leadership.

Abilities:

      • Ability to conduct research and analysis and produce detailed and relevant economic reports.
      • Ability to develop and maintain a network of high-level contacts.
      • Ability to plan, manage and coordinate projects, events, visits and activities.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

      • Knowledge of Canadian politics and economics.
      • Experience working in a Canadian public or private organization.

Operational Requirements:

      • Full-time position of 5 days/week from Monday to Friday.
      • Regular hours of operation: 9:00 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m.
      • Be able and willing to work overtime on short notice outside of normal business hours.
      • Be able and willing to travel occasionally outside of Paris, France and Canada when required.
      • Work in an open space.
      • The job requires spending many hours sitting in an office.

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

      • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
      • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
