SUMMARY OF DUTIES

The mission is seeking to create a pool of qualified candidates for the Senior Consular Officer position for the consular program, as well as various officer positions of similar classification that may arise following this selection process. 

This position is responsible for the delivery of consular services on behalf of the Embassy of Canada. Core responsibilities include, but are not limited to:

  • Managing and planning the delivery of passport, citizenship and notarial services for Canadians within the mission’s accreditation area (Morocco and Mauritania).
  • Developing and sustaining strong working relationships with consular counterparts and key local stakeholders to enhance cooperation, coordination, and response capacity.
  • Overseeing and supporting the Honorary Consulate of Canada to Mauritania, in Nouakchott.
  • Supervising staff engaged in consular program support and delivery.
  • Managing the budget and finances of the consular program.
  • Supporting the management team in establishing and implementing program priorities.

ESSENTIAL QUALIFICATIONS

Education

This position requires:

      • A Bachelor's Degree from a legally recognized Post Secondary Institution.

Language:

The Following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels.

An advanced proficiency level (reading, writing, comprehension, and speaking) in English.

An advanced proficiency level (reading, writing, comprehension, and speaking) in French.

An intermediate proficiency level (reading, writing, comprehension, and speaking) in Arab/Darija.

Experience:

In order to perform the duties relevant to this job, the following experience is required.

      • Two (2) years of cumulative experience in processing inquiries from the public and providing direct services to clients (internal or external).
      • Two (2) years of work experience in preparing various documents, reports and/or recommendations to management.

ASSET QUALIFICATIONS

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Recent* experience within a diplomatic mission, a government agency, or an international organization.
  • Knowledge of local environment context, regulations and regulatory framework surrounding the provision of social services or consular services to visitors.
  • Recent* experience working in a consular section for an Embassy.
  • Recent* experience in a role related to emergency management.
  • Recent* experience in applying and interpreting guidelines, policies, and procedures in a regulated environment.
  • Recent* experience in planning and managing a budget.
  • Possession of an active Consular/Passport Canada certification.
  • Currently holding an active Reliability Status issued by the Government of Canada.

*Recent experience means experience acquired within the last two (2) years.

 

OPERATIONAL REQUIREMENTS

Operational requirements will be assessed on a “meet/does not meet” basis and can be used to determine right fit of a candidate for the position.

  • Hours of Work: Normal hours of work for this position are in accordance with Locally Engaged Staff regulations of 37.5 hours per week.
  • Overtime: Willingness to work overtime on short notice.
  • Travel: This position may require limited occasional travel domestically and/or internationally. The candidate must be willing and able to travel.
  • The work is carried out exclusively on-site at the office, as telework is not possible for operational reasons.
  • The candidate will work directly with the public.

 

CONDITIONS OF EMPLOYMENT

Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.

  • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
  • Passport Training for Foreign Operations: The appointment of the selected candidate is conditional upon passing an exam on passport issuance, with a minimum score of 80%, within the first month of employment.
