Summary of Duties:
You will be responsible for promoting the four pillars of Emergency Management (namely: mitigation, preparation, response, and recovery) and identifying, assessing, monitoring, and managing risks related to the security of our staff, assets, and properties. Other duties you will be required to perform include:
- Through research and analysis, providing advice and security briefings to diplomatic visitors and staff posted in the Dominican Republic.
- Building and maintaining a robust network of local operational security and emergency management contacts.
- Proposing options to address physical security or emergency preparedness needs or gaps.
- Reviewing, updating, and coordinating the Embassy’s security and emergency preparedness plans and trainings.
- Supporting the overall work of the section and performing other program related duties, as required.
Area of Selection/Eligibility:
This position is open to any person currently residing and legally able to work in the Dominican Republic.

Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process.
Education:
- A University diploma from a legally recognized institution OR candidates without a University diploma must demonstrate a combination of equivalent relevant education, experience and training totalling a minimum of four years.
Language:
- Intermediate written and spoken proficiency in English and Spanish.
For reference, “intermediate” is similar to B2 or higher in the Common European Framework of Reference - CEFR.
Experience:
- Experience in security, emergency management, law enforcement, or crisis response in a professional setting.
- Experience conducting risk assessments and implementing security measures.
- Experience coordinating emergency preparedness plans, response procedures, or continuity of operations.
- Experience liaising with law enforcement, government agencies, or security service providers.
- Experience working in a high-pressure environment, managing incidents, or responding to security threats.
Rated Qualifications
The Rated Requirements are part of the essential qualifications and relate to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online, pre-recorded or in-person), and reference checking. All qualifications must be met.
Knowledge:
- General knowledge of the security and natural disaster environment and the relevant government agencies in the Dominican Republic.
- General knowledge of security concepts, standards, and practices in the context of mitigating security risks for people, information, assets, and operations.
- Knowledge of standard computer software (Microsoft Word, Outlook, etc.) and online mapping tools such as Google Maps.
Competencies

- Integrity and discretion, which includes the ability to handle sensitive information and commitment to security protocols.
- Strong interpersonal skills and ability to work effectively with teams and external partners.

Asset Qualifications
Preference may be given to candidates who meet one or more of the Asset Qualifications. Candidates must clearly demonstrate in their application and, as required, during the selection process, how they meet any of the following asset qualifications:
- Emergency Management or Security Certification: Certification in crisis management, security operations, or emergency response.
- Experience in a Diplomatic or International Setting: Prior work in an embassy, consulate, or international organization.
- Education in a relevant field (e.g., security studies, emergency management, political science, public administration, law enforcement, or international relations).
- Intermediate written and spoken proficiency in French.
- Experience with Threat and Risk Assessments: proven ability to conduct security risk assessments and implement mitigation strategies.
- First Aid and Crisis Response Training: Certification in First Aid, CPR, or Hostile Environment Awareness Training (HEAT).
Operational Requirements
- Willingness to work overtime, including on short notice due to emergencies (which includes weekends and holidays).
- Availability to travel occasionally, primarily inside the Dominican Republic.
- Willingness and ability to work in a combination of Dominican and Canadian statutory holidays, which means you will be required to work on certain Dominican holidays.
- The Embassy of Canada is an office-based work environment which does not offer remote or hybrid work arrangements.
Conditions of Employment
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Hold a valid work authorization covering the entire employment period
- Security screening: Obtain a Reliability Status (security level) from the Government of Canada, which includes a criminal and credit background check (will be started once the staffing process is completed and may take ~4 weeks).
