Contract Type: 1 year Term, Full time (37.5 hours per week).

Term Details: This position is a Locally Engaged Staff position, subject to the Terms and Conditions of Employment for LES in Brazil. A pool of qualified candidates will be created for this position and/or similar ones, which may be used for open fixed-term or indeterminate positions at the same salary level.

The Consulate General of Canada in Rio de Janeiro is pleased to announce a staffing process for a Readiness Program Officer at the LE-O1 level. 

Summary of Duties
This is a Readiness and Security Program specific position reporting to the Readiness Manager (RM). The Consulate General of Canada’s Readiness Program in Rio is responsible for the management of the four pillars of emergency management (mitigation, preparation, response, and recovery) and the identification, assessment, monitoring, and management of risks related to the security of the Consulate General’s people, information, and assets.

This mandate is accomplished through specific tasks that include, but are not limited to:

  • Developing and delivering security and emergency management activities and projects to enhance Readiness within the Consulate General and other Canadian missions in the Federative Republic of Brazil.
  • Developing and delivering security and emergency management briefing, training and communication products to employees.
  • Developing and maintaining a network of security and emergency management relationships, including with local and national governments, diplomatic missions, corporations, and others, representing the Consulate General’s interests.
  • Researching, monitoring and tracking local developments and events that could have a potential impact on the Consulate General’s people, information and assets, and reporting these to Global Affairs Canada headquarters as required.
  • Assisting with financial management of the program, including with contracting and procurement.

 

Area of selection/Eligibility:
This position is open to:

  1. Locally-engaged staff of the Embassy of Canada in Brazil, or the Consulate General Offices, and Regional Trade Offices who meet all the essential requirements.
  2. General public who meets all the essential requirements and who are currently residing and possess the right to work in Brazil, including non-nationals.

Essential qualifications

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:

  • A bachelor’s degree from a legally registered institution.  

Language:

  • Advanced spoken and written proficiency in English.
  • Advanced spoken and written proficiency in Portuguese.

*Languages proficiency will be assessed.
*Similar to B2 in the Common European Framework of Reference - CEFR  

Experience

  • A minimum of two (2) years of recent* professional experience managing security and/or emergency management issues within a public or private-sector organization.
  • Experience in developing and delivering briefings and/or presentations to groups of people (e.g. for 5 to 50 individuals or more).
  • Experience developing and implementing security-related training and/or briefings.
  • Experience writing reports based on research and analysis of information.
  • Experience in developing and implementing operating procedures and corporate standards.  

*Recent is defined as within the last 5 years

 

Rated qualifications
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities, and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, pre-recorded or in-person, role-play, practical tests, presentations and/or psychometric assessment. All qualifications must be met.

Knowledge:

  • In-depth knowledge of the security environment and the relevant security institutions and law-enforcement agencies in Brazil.
  • Knowledge of security mitigation measures and practices, both corporate and residential, used to enhance physical security and personal safety as well as reduce risk to people, information, and assets.
  • Knowledge of Emergency management concepts, theories and practices including risk analysis and business continuity planning.

Abilities:

Asset Qualifications
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Studies in corporate security or emergency management (certificates and/or diplomas will be required).
  • Experience in information systems or cybersecurity.
  • Advanced spoken and written proficiency in French.
  • Previous experience working for a diplomatic mission, international organization (e.g., UN, World Bank, Ministry of Foreign Affairs, and similar) or government.

Operational Requirements

  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
