SUMMARY OF DUTIES
Under the general direction of a Migration Program Manager or delegated officer, the incumbent supports the delivery, integrity and continuous improvement of Canada's immigration and refugee programs in a fast-paced mission environment.
- Assess and analyze immigration applications, supporting documentation and related information in accordance with legislation, regulations, departmental instructions and mission procedures.
- Identify, examine and report on risk indicators, anomalies, inconsistencies, fraud concerns, sensitive or high-profile issues, and other program integrity matters.
- Prepare recommendations, reports, briefing material, correspondence, spreadsheets, presentations and other written products in support of decision-making.
- Conduct research, verifications, fact-finding and information gathering related to case processing, migration trends, quality assurance and service delivery.
- Respond to requests for advice and guidance; liaise and network with internal and external stakeholders; contribute to reporting, outreach, intelligence, promotional and related activities.
- Use electronic systems and office software to verify requirements, manage information, track work, conduct analysis and support program administration.
- Contribute to anti-fraud, quality assurance, training, coaching and service improvement initiatives; may supervise staff or support performance management where required.
- Perform other related duties as required.

- Recent experience* working in a professional office environment using electronic systems (Microsoft Office, Outlook, Excel etc.) conducting research, data analysis, reporting and the preparation of written products such as reports, recommendations, briefing notes, presentations or correspondence.
- Recent experience* providing service or support to internal and/or external clients and responding to enquiries with tact and discretion.
- Recent experience* developing, maintaining or supporting working relationships with internal and/or external stakeholders, partners or organizations.

Knowledge

- Knowledge of the local operating environment and the effect of political, economic and social factors on migration-related matters.
- Proficiency in Microsoft Office applications, internet research tools and other digital systems used to support analysis and administration.

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Post-graduate studies (master's degree or post-graduate diploma) in a discipline relevant to the position.
- Advanced proficiency in French.
- Additional language capacity relevant to mission operations, including local or regional languages.
- Experience working in an embassy, high commission, consulate, diplomatic mission or international organization.
- Experience supervising staff, allocating work, training colleagues or conducting performance management activities.
- Professional experience in migration-related matters, including one or more of the following: regular or irregular migration, visa or immigration processing, fraud detection, risk assessment, consular or similar casework.
- Experience using software or analytical tools such as Access, Power BI, Python, Oracle or similar tools.
OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a “meet/does not meet” basis and can be used to determine right fit of a candidate for the position.
- Hours of Work: Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
- Travel: This position may require limited occasional travel domestically and/or internationally.
- Ability and willingness to work in a high-pressure environment with multiple competing priorities.
- Availability and willingness to work overtime, including on short notice, and occasionally on evenings or weekends as operationally required.
- Ability to work standard mission hours and, where required, on local holidays when the mission is open.
- Ability to sustain prolonged periods of computer-based work, including sitting and concentrated visual focus.
- Willingness to comply with mission-specific operational requirements, including restrictions on leave periods where operational needs require.
- In office work is required, no opportunities for telework or hybrid work.
CONDITIONS OF EMPLOYMENT

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
