Term Details: This position is a Locally Engaged Staff position, subject to the Terms and Conditions of Employment for LES in Singapore. This process will be used to create a list of eligible candidates for similar positions either indeterminate, term or temporary.

Summary of Duties:
Under the general direction of the Migration Program Manager or an Officer, the Program Analyst/Coordinator provides program, coordination and administrative services in support of the delivery of Canada’s Immigration and Refugee programs. Specifically, Program Analysts/Coordinators are responsible for:
- supporting managers and officers in analyzing and assessing documents and applications, including complex, high profile, sensitive files;
- assisting in the identification and analysis on risks associated with the processing of immigration applications;
- managing and responding to requests for advice and guidance;
- coordinating administrative functions for IRCC programs and making recommendations for service delivery changes;
- supervising one or more administrative position(s) by giving direction to subordinates including allocation of work, training and conducting related performance management assessments;
- contributing to reporting and liaison, program integrity and, promotion and related activities;
- preparing correspondence, spreadsheets and presentations;
- engaging and networking with external stakeholders;
- performing other duties as required/appropriate.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:
Candidates will be required to provide proof of the completion of their education.
- Bachelor’s degree in a recognized university or college OR an acceptable equivalent through the combination of education, training and work experience related to the duties and competencies required by the position.
Language:
- Fluency in English (spoken, written and comprehension)
Experience:
- At least 2 years of experience working in an office environment using electronic systems/Internet and standard data processing software (MS Office, Word, Excel etc), within the last 5 years
- Experience working in a team
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Ability to communicate effectively in French;
- Ability to communicate effectively in Bengali;
- Experience within the Migration Section of a Canadian mission overseas or with Immigration, Refugees and Citizenship Canada, including experience with the Global Case Management System;
- Experience in data analysis, including interpreting data, analyzing results, writing queries and macros to extract data;
- Experience reporting on risks associated with immigration-related matters or developing and conducting anti-fraud / quality assurance exercises;
- Experience in creating written and graphical products intended for external audiences
- Experience supervising employees.
Operational Requirements:
- Work hours per week: 37.5 hours
- Hours of work: Monday-Thursday: 08:00 to 16:30, Friday: 08:00 to 13:30
- Must be able to work overtime on short notice on occasion; and
- Must be available for occasional duties outside normal working hours (i.e., evenings and weekends)
- Ability and willingness to travel occasionally
- The High Commission operates a schedule of public holidays according to a combination of Singaporean and Canadian dates, which means you will be required to work on certain Singaporean public holidays
- Must be physically able to handle typical duties of the role, including standing for extended periods, bending, kneeling, and occasionally lifting and moving moderately heavy items.
Conditions of Employment:
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
- Other conditions of employment:
- Candidates will be required to undergo a pre-employment medical examination.
- Candidates must provide their Singapore citizenship or Permanent Resident NRIC number with their application.
