Summary of Duties:

This competition is to be used to staff LEA3 positions (Program Support / Case Analyst and Senior Operation Liaison Assistant) that may arise in the following sections of the Consulate General of Canada and can be used for various tenures that may become available (indeterminate, term and temporary): Immigration, Refugees and Citizenship Canada and Canada Border Services Agency teams.  

Immigration, Refugees and Citizenship Canada Section: 
Position: Program Support / Case Analyst  

Under the supervision of the Migration Program Manager, Unit Manager, or a Migration Officer, the incumbent plays a key role in supporting the delivery of Immigration, Refugees and Citizenship Canada (IRCC) programs. Responsibilities include: 
Providing guidance on administrative processes and sensitive cases and supporting officers with complex files. 

  • Conducting detailed research, case analysis, and verification to assess applications against legislation, regulations, and departmental guidelines. 
  • Representing IRCC professionally in communications with regional stakeholders, including providing translation when necessary. 
  • Liaising with IRCC offices in the area of responsibility and external stakeholders, and contributing to reporting, outreach, and governance activities. 
  • Using electronic systems to document and communicate case details, to perform quality assurance and integrity checks, and to compare and analyse data. 
  • Supporting outreach, translation, and training efforts, and may supervise staff as needed. 
  • Maintaining a high level of discretion, professionalism, and adherence to Canadian privacy and ethics standards. 
  • Prepare recommendations and report on migration program integrity trends in the area of responsibility as required for the responsible officer. 
  • Managing financial tracking and supporting budget administration. 
  • Coordinating logistics, meetings, agendas, and travel plans. 


Canada Border Services Agency Section:  
Position: Senior Operations Liaison Assistant  

Under the general supervision of the Canada Border Services Agency’s (CBSA) International Network Manager (INM) and/or Liaison Officer (LO), the incumbent provides operational, strategic, and administrative support to the CBSA team. Responsibilities include: 

  • Supporting Canada’s national security and public safety priorities by assisting in CBSA operations across the Middle East and Africa region. 
  • Reporting on cross-border criminal activity and trends involving the movement of people and goods. 
  • Liaising with regional partners, law enforcement, and international organizations on CBSA mandate issues. 
  • Assisting in building and maintaining border management cooperation with officials in the region. 
  • Coordinating logistics, meetings, agendas, and travel plans for the CBSA team. 
  • Managing financial tracking and supporting budget administration. 
  • Representing CBSA professionally in communications with regional stakeholders, including providing translation when necessary. 
  • Acting as a core member of the CBSA team, providing coverage and support as needed. 

 

Area of Selection:

This position is open to candidates currently resident Turkey, who hold current documentation allowing them to work in Turkey without restriction, who meet all of the essential requirements stated and whose applications are received by the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

Education:

Candidates will be required to provide proof of the completion of their education.

  • A bachelor’s degree from a recognized post-secondary institution; OR
  • A combination of post-secondary education, training, and relevant experience in a related field. 

* An equivalent combination of education, training, and/or experience could include a college diploma or postsecondary school technical or professional diploma attesting 2 or more years of full-time studies, with the equivalent of at least 1 year of full-time work experience.  

Language:

  • Advanced level in English (oral, written, and comprehension) 
  • Advanced level in Turkish (oral, written, and comprehension) 

Experience:

  • Minimum two (2) years of recent* experience working in a professional office setting. 
  • Experience conducting research, compiling and analyzing information. 
  • Experience providing client service, liaising with external stakeholders or government bodies. 
  • Recent* experience using Microsoft Office (Word, Excel, Outlook).

*Recent is defined as within the last 5 years. 

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

CBSA

  • Fluency in French (oral and written) 
  • Fluency in a third language relevant to the Middle East and Africa (e.g., Arabic, Farsi, Swahili, Amharic, etc.) 
  • A bachelor’s degree or diploma in a discipline related to immigration (e.g. International Relations; Law or Legal Studies; Criminology; Public Administration; Political Science; Security, Border or Migration Management; data analysis and/or data science) 
  • Previous experience working for the Canada Border Services Agency (CBSA) 
  • Experience using the Global Case Management System (GCMS) 
  • Previous experience working for the Government of Canada 
  • Possession of a valid Government of Canada security clearance 
  • Recent* work experience in one or more of the following: 
    • Migration-related matters (e.g., irregular/regular migration, visa, fraud, or consular work) 
    • Stakeholder engagement or social media management 
    • Work in a foreign mission, embassy, or international organization 
    • Case processing, reporting, and client service in a migration/visa context 
  • Experience developing and maintaining a network of professional contacts

*Recent is defined as within the last 5 years.

IRCC

  • Fluency in French (oral and written)
  • Fluency in a third language (e.g., Turkish, Arabic, Farsi or other relevant languages)
  • A bachelor’s degree or diploma in a discipline related to immigration (e.g. International Relations; Law or Legal Studies; Criminology; Public Administration; Political Science; Security, Border or Migration Management; data analysis and/or data science) 
  • Recent* work experience in one or more of the following: 
    • Migration-related matters (e.g., irregular/regular migration, visa, fraud, or consular work) 
    • Risk assessment or fraud analysis 
    • Stakeholder engagement or social media management 
    • Work in a foreign mission, embassy, or international organization 
    • Work with organizations supporting migrants or refugees 
    • Case processing, reporting, and client service in a migration/visa context 
  • Experience developing and maintaining a network of professional contacts

Operational Requirements:

  • Hours of work: 37.5 hours per week, Monday to Friday 
  • Required to work directly with internal and external stakeholders 
  • Ability to work overtime and sometimes on short notice 
  • Ability to work on Turkish holidays when the Consulate is open 
  • Leave is at the discretion of the supervisor and maybe restricted or refused during peak operating periods 
  • Proof of right to work in Türkiye and copies of diplomas will be required at the interview stage 

 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
