Summary of Duties:
LE-O2 Senior International Assistance Officer Under the supervision of the Counsellor and International Assistance Program Manager at the High Commission of Canada to Dhaka in Bangladesh and in close consultation with the development team at Global Affairs Canada (GAC) in Ottawa, the Senior International Assistance Officer supports all phases of program and project management. The Officer develops and maintains a network of contacts and a knowledge base in support of Canadian development programming in Bangladesh. The Senior Officer participates in the identification, planning, implementation, monitoring and evaluation of international assistance programs and projects in Bangladesh, including through conducting field visits, and by supporting multilateral, Canadian partnership, and humanitarian programming where appropriate. The Senior Officer coordinates with other stakeholders, including government, civil society, non-governmental organizations, the private sector, and other donors, representing the Government of Canada and leading/participating in policy dialogue at events, in committees, and international assistance working groups as required. The Senior Officer provides high-level strategic analyses and advice/recommendations to support GAC’s overall international assistance programming priorities in Bangladesh, and drafts briefing/speaking notes, project approval documents, reports, presentations, and other materials as required. The Senior Officer also performs other duties as required, for example, supporting official or high-level visits and the development of strategies and materials for the advancement of Canada’s advocacy priorities.
LE-O1 International Assistance Officer Under the supervision of a Senior International Assistance Officer at the High Commission of Canada to Dhaka in Bangladesh, the International Assistance Officer contributes to the delivery of Canada’s international assistance priorities in Bangladesh. The Officer participates in the identification, planning, implementation, monitoring and evaluation of international assistance programs and projects in Bangladesh, including through conducting field visits. The Officer provides advice and recommendations on the planning and delivery of project, program, and thematic initiatives; drafts briefings, project approval documents, reports, presentations, and other materials; and conducts research and prepares analyses of trends and developments related to Canada’s international assistance priorities in Bangladesh. The Officer establishes and maintains a network of contacts with the local government, local, international and multilateral institutions, civil society, NGOs and the private sector. The Officer undertakes consultative activities with in-country/regional partners to achieve intended project/ program results, and promotes Canada’s international assistance objectives by contributing in related discussions in relevant fora. The Officer participates in committees and international assistance working groups on behalf of Canada, and performs other duties as required, for example, supporting official or high-level visits and the advancement of Canada’s advocacy priorities.
Area of Selection:
This position is open to applicants who are currently residing and have a valid work authorization in Bangladesh, who meet all the essential qualifications stated and whose applications are received by the closing date.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:

For Both Positions:
- Master’s degree from a recognized university.
Language:

- Advanced fluency in English (oral and written)
- Advanced fluency in Bangla (oral and written)
Experience:
LE-O1: Minimum of 3 years of recent* experience in the areas mentioned below. LE-O2: Minimum of 5 years of recent* experience in the areas mentioned below.
*Recent experience defined as experience acquired within the last seven years
- Experience in project management, including developing, implementing, monitoring and evaluating international assistance projects.
- Experience working for government or non-government organizations, multilateral institutions or international donors.
- Experience in planning and conducting field visits/ field work to monitor, evaluate or implement international assistance projects, or conduct research.
- Experience in research and strategic analysis, writing reports, briefing notes and presentations, and providing recommendations and advice related to international assistance programs/projects.
- Experience in building and maintaining stakeholder relationships, including preparing for and conducting meetings with key internal and external contacts.
Additional for LE-O2 Only:
- Minimum two (2) years’ recent experience acting in a supervisory capacity (internal staff or external consultants).
RATED REQUIREMENTS

Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

- Ability to analyze, plan and manage all aspects of international assistance projects/programs, including financial and contract management, and supervision of consultants.
- Ability to analyze, synthesize and summarize information, write reports and/or propose key-actions and make recommendations to senior management.
- Ability to devise communication strategies to promote international assistance programs/projects/priorities.
Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
For Both Positions:
- Knowledge of Canada’s international assistance policies and programs
- Experience in evaluating development or humanitarian projects
- Experience in results-based management
- Experience working in development or humanitarian assistance in a diplomatic mission
- Ability to communicate in French
Additional for LE-O1 only:
- Experience working on the Rohingya refugee crisis response or humanitarian responses in Bangladesh
- Ability to communicate in Chittagonian dialect or the Rohingya language
Additional for LE-O2 only:
- Experience leading/managing a team implementing an international assistance project/program.
- Experience leading a multi-stakeholder sectoral or thematic working group.
Operational Requirements:
- Working hours: 37.5 hours per week, Sunday to Thursday.
- Ability to work overtime (evenings, weekends, and/or statutory holidays if necessary)
- Ability to travel throughout Bangladesh and attend offsite meetings.

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
