Summary of Duties:
Join Our Team as an HR (Recruitment) Officer!
Are you passionate about delivering recruitment services in an international environment? In this role, you will provide expert staffing support to Canadian Embassies, High Commissions, and Consulates across Africa, Europe and the Middle East, ensuring compliance with best practices in information management, HR procedures, Government of Canada Locally Engaged Staff (LES) employment regulations, and local labor laws. You will play a key role in ensuring the seamless delivery of essential staffing services while maintaining accurate data and statistics.
What You Will Do:
- Drive Recruitment Success – Advise and guide clients throughout the staffing process, from recruitment strategy development to assessment tool design and evaluation.
- Deliver Exceptional Client Service – Build strong relationships with clients, providing tailored staffing solutions and ensuring a seamless, professional recruitment experience.
- Interpret Policy & Ensure Compliance – Provide expert recommendations on policies, directives, and staffing standards to ensure compliance and efficiency.
- Support HR Planning – Contribute to business line planning by developing operational goals, policies, and solutions that align with organizational needs.
- Lead & Collaborate – Co-lead a team of 10 with employees in two locations, fostering a high-performing and collaborative work environment.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:
Candidates will be required to provide proof of the completion of their education.
- University degree (Bachelor’s or higher)
OR - A combination of education and experience. This must include:
- Completion of a post-secondary certification of a minimum of one year OR successful completion of a minimum of three years of university studies.
And - A minimum of five years of professional (work) experience in the following areas with no less than one year of experience in each area:
- Interpreting and implementing the internal policies of an organization
- Providing advice and guidance in a client service environment
- Working in Recruitment or Human Resources OR Supervising employees
- Completion of a post-secondary certification of a minimum of one year OR successful completion of a minimum of three years of university studies.
Language:
- Advanced level of English (comprehension, written, spoken)
Experience:
- A minimum of two years of professional experience in interpreting and implementing the internal policies of an organization
- A minimum of two years of professional experience providing advice and guidance in a client service environment
- Professional experience in human resources or recruitment
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Valid Government of Canada security clearance
- Intermediate level or higher of French (comprehension, written, spoken)
- Professional experience in a diplomatic mission, international organization or public service environment
- A minimum of one year of professional experience in a supervisory role
- A minimum of two years of professional experience working in human resources or recruitment
Operational Requirements:
- Working hours: 37.5 hours per week, Monday to Friday (7.5 hours per day)
- Occasional overtime may be required
Conditions of Employment:
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
