Description:

Are you a dynamic leader with strong ties to both Canada and Pakistani? The High Commission of Canada in Islamabad is seeking an Honorary Consul to represent Canadian interests in Karachi and more widely in Sindh Province. This prestigious role offers a unique opportunity to support Canadian citizens, promote Canada’s values, and foster meaningful networks and alliances across political, economic, and cultural sectors in support of Canada’s priorities in Pakistan.

No two days are the same. One day, you might be providing consular assistance to Canadians. The next day, representing Canada at a diplomatic event, meeting with local officials, supporting trade initiatives, or advising on political and economic developments. You will serve as a key contact point for the High Commission, supporting visits, and advancing Canada’s interests across Sindh Province.

Summary of Duties

As directed by the supervising mission (the High Commission of Canada in Islamabad, Pakistan), functions may include the following:

  • Provide consular, passport, citizenship and notarial services to Canadians
  • Promote and advocate for Canadian interests by sustaining constructive relationships and engaging with government authorities, industry leaders, and civil society
  • Represent Canada at diplomatic, consular, ceremonial and public affairs event and meetings
  • Provide advice and support the promotion of trade and investment
  • Provide insights on political and economic developments
  • Provide administrative and logistical support for visits from Canadian government officials

 

Official Languages and Diversity

The Government of Canada will consider proficiency in both of Canada’s official languages (English and French) as an asset. Candidates are encouraged to clearly indicate their proficiency in both languages.

Preference may be given to candidates who are a members of one or more of the following groups: women, Indigenous Canadians, persons with disabilities, and members of visible minorities.

 

Essential Qualifications Assessed in Phase I of the Assessment Process

 Area of Selection

  • Reside in Karachi for most of the year (please specify and explain)
  • Work independently or for a company/organization in Karachi (please specify and explain)

 Education:

  •  A degree from a recognized university, or an acceptable combination of equivalent education, job-related training and/or experience

 Experience:

  • Experience in decision-making with respect to sensitive and complex issues
  • Experience in dealing with different stakeholders and levels of government

 Language:

  • High level of proficiency in English (reading, writing and speaking)
  • High level of proficiency in Urdu (reading, writing and speaking)

 

Additional Competencies Assessed in Phase II of the Assessment Process

 For candidates who pass the initial screening process, the following competencies will be evaluated by way of a written exam, interview, and/or professional reference checks.

 

Knowledge, Skills and Abilities:

  •      Well-connected and having a good standing in/with the local community, including government, business, academic, cultural and civil    society leaders across Pakistan
  •      Good relations with local government authorities
  •      Good relations with non-governmental organizations operating in Pakistan
  •       Ability to maintain and strengthen relationships with government and non governmental organizations.
  •       In-depth understanding of political, economic, commercial, gender, and social dynamics in Pakistan
  •       Service oriented and able to meet service standards
  •       Knowledge of Government of Canada priorities such as the Feminist Foreign Policy.

Asset Qualifications Assessed in the Final Phase of the Assessment Process

Preference may be given to candidates who have the following asset qualifications. Candidates should clearly and specifically demonstrate how they meet these criteria in their application.

  • Proficiency in French and English (reading, writing and speaking)
  • Ability to manage staff to assist in delivery of mandate
  • Ability to travel occasionally within Sindh for delivery of mandate
  • Ties with Canada - Demonstrate a tangible connection to Canada through one or a combination of the following:
      • Canadian citizenship
      • Employment in a Canadian company
      • Education in Canada
      • Family ties with Canada
      • Professional affiliation with Canada( (e.g. commercial ties, professional association, etc.)     

 

Conditions of Employment

1. Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check.

2. Ability to travel to Canada for training, as required.

Selection Procedure

The selection process will consist of a review of all applicants to ensure that applicants meet the essential requirements. Please note that failure to meet any of the Essential Requirements eliminates candidates from further consideration. Only those applicants who meet these will be contact by the selection committee for an interview or other form of assessment of the Rated Requirements.

The assessment may include an interview, reference checks and other tests that will consist of a series of questions designed to evaluate each applicant’s knowledge, abilities and personal suitability for the position.
