Summary of Duties:
The position is a senior working-level position of the Common Services Program. Under the direction of the DMCO and in conjunction with the ARAF Regional Maintenance Officer, the role provides expert engineering advice and oversees property management for crown-owned and leased assets/buildings. It includes planning and supervising renovations, installations, and preventive maintenance programs; managing contracts, staff, and budgets; and ensuring regulatory compliance. The position recommends and supervises the replacement of major equipment (e.g., chillers, boilers, generators), evaluates technical feasibility, and maintains records and drawings. It also administers property services, analyzes operational costs for budgeting, and coordinates repairs and maintenance. Responsibilities extend to scheduling tradesmen, maintaining records of mission and HQ-financed projects, oversight of subordinates and collaboration across departments to ensure efficient property operations and long-term asset sustainability.
Duties
- Recommends the replacement of major plant and equipment as required including site preparations, installations (Chillers, cooling tower, boiler, generators and Building Management System (BMS))
- Evaluation and implements replacement of minor equipment (furnaces, central air conditioning system, package & split type air-conditioners, generators, swimming pool equipment.
- Develops and implements the property management program for the maintenance and repair of all crown-owned and leased properties/buildings.
- Plans, develops and supervises renovations, alterations, modifications and installations at the Chancery, Official Residence (OR) and Staff Quarters and conducts on-site inspections; supervise a team of around 16 staff: guide, motivate, monitor and manage staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action if required.
- Ensure all staff and contractors work is in adherence to prescribe Canadian health and safety standards, codes, regulations.
- Assist with the preparation and submission of operational budgets including short and long-term plans for the High Commission’ property section (mechanical and electrical).
- Implements the local purchase of technical equipment for the chancery, OR and staff quarters.
- Draws up, negotiates, and monitors long-term maintenance contracts for building and fixed equipment.
- Supervises installation and approves completed work.
- Develops and implements preventive maintenance and repair program for all crown-owned equipment located at crown-owned and leased properties by:
- Researching and evaluating records and history of facilities.
- Conducting physical inspection of facilities and equipment and recommending and implementing corrective action to resolves problems.
- Maintaining an adequate stock of replacement parts and new appliances (air conditioners, generators, fridges, stoves, etc.) to ensure that the Chancery, Official Residence and staff quarters function effectively.
- Liaising with the Capital Development Authority, SNGPL & IESCO officials/engineers concerning municipal facilities when necessary.
- Formulating and implementing an on-going preventive maintenance program for all major equipment including heating boiler, chiller, cooling tower, water softener, emergency generators, household appliances, and for all minor equipment including air conditioners, CCTV installations.
- Inspecting each crown-owned property with outgoing and incoming occupants to determine maintenance requirements and repairs made.
- Conducts technical evaluations and writes reports by:
- Preparing for annual inspection of all plant equipment.
- Ensuring that corrosion, scale and algae control chemicals (all hazardous chemicals) are properly used and functioning effectively.
- Ensuring that fire safety equipment, including hoses, fire alarm systems, and extinguishers are inspected annually.
- Analyzes costs for leasing, operation and maintenance of all crown-owned buildings and works and the purchase, repair and maintenance of all crown-owned plant for the preparation of annual estimates and for Mission budget purposes by assessing the maintenance and repair costs for mechanical and electrical plant at staff quarters.
- Scheduling the work of the various tradesmen based on priorities.
- Coordinating all requests for repairs and maintenance of plant and equipment by assessing capability of High Commission to carry out repairs or arranging with commercial firms for their repair and certifying completion of work, issuing invoices to the DMCO for authorization and payment.
- Estimating budget requirements for property maintenance for the forecasting of expenditures and preparation of estimates.
- Supervises and co-ordinates the work of subordinates by instructing subordinates on maintenance procedures for new equipment and of new administrative procedures and directives.
Area of Selection:

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education:
Candidates will be required to provide proof of the completion of their education.
- Full education (16 years) with bachelor’s degree in mechanical or electrical engineering from a recognized international or national university.
Please note: DAE, B-Tech, B-Tech (Hons) are not considered eligible education qualifications for this position.
Professional affiliations: Registered / Professional Engineer with Pakistan Engineering Council (PEC)
Language:
- Fluency in English and Urdu: speaking, writing and comprehension
Experience:
The candidate must have at least 5 years of experience in:
- Planning, developing and supervising renovation, alteration, modification and installation of commercial and/or residential properties.
- Developing and implementing property management (electrical and mechanical maintenance /repairs) programs
- Supervision of employees and contractors.
- Developing, negotiating and managing contracts for purchase and maintenance of property equipment and services.
- Implementation and maintenance of health and safety protocols and procedures.
- Writing official communications and reports on behalf of an organization.
Computer Skills:
- Proficiency in MS Office (including Word, Excel and Outlook)

Operational Requirements:
- Hours of work: 37.5 hours per week.
- Work occasional overtime, as required.
