SUMMARY OF DUTIES
The mission is seeking to fill a Designated Migration Officer positions for the Migration program. These positions provide analytical expertise to ensure fair and consistent decision making on applications for permanent and temporary residency to Canada.
Designated Migration Officers complete application assessments and make final decisions on applications for permanent and temporary residency to Canada under the Immigration and Refugee Protection Act (IRPA). This role requires strong analytical skills to understand and interpret complex legislation and policies, and the ability to apply that knowledge in fair and consistent decision-making.
Other key activities may include but are not limited to:
- Conducting research and analysis of application trends or other topics that may have an impact on Immigration, Refugees and Citizenship Canada (IRCC) program delivery;
- Composing reports, briefings, and presentations and gathering and preparing statistical information;
- Explaining decisions, policies and procedures to clients, their representatives, partners and other stakeholders;
- or Supporting outreach activities related to Canada’s permanent or temporary residence programs.
To succeed in these roles, you must have excellent analytical and problem-solving skills, strong attention to detail, and the ability to manage competing priorities and tight deadlines. You must also have excellent verbal and written communication skills in English, and the ability to work effectively independently and as part of a collaborative team. IRCC Locally Engaged Migration Officer Development Program (LEMO-DP) : The candidates will acquire skills and expertise through the IRCC Locally Engaged Migration Officer Development Program (LEMO-DP). During the program, candidates must complete all elements required for designation. Upon designation, candidates will be promoted to the LE-O1 level (for DMO-TR) or the LE-O2 level (DMO). Designation requirements include multiple examinations. Candidates are provided only one opportunity for each examination and must achieve a passing grade to continue in the development program and maintain their employment. In order to graduate from the development program, candidates must maintain fully satisfactory performance at the ‘succeeded’ level and successfully complete all the LEMO-DP requirements.

AREA OF SELECTION

Education
This position requires:

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Experience using knowledge of regulations, legislation, policies, procedural frameworks or other rules or guidelines to assess complex situations, exercise judgement and provide technical or expert advice to clients or stakeholders.
- Experience managing team within a cooperative team approach (Tasks may include managing workload, motivation, performance assessment, advice and feedback to team members).
- Experience in research, communication, data analysis/analytics, migration issues, and/or law.
- Experience in risk or fraud detection and/or analysis.

OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a 'meet/does not meet' basis and can be used to determine right fit of a candidate for the position.
- The High Commission of Canada to Tanzania is the normal place of work and candidates must report to the office as required.
- Hours of Work: Standard hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week, Monday to Thursday 07:30-16:00 and Friday 07:30-13:00.
- Overtime: Willingness to work overtime on short notice.
- Travel: This position may require limited occasional travel domestically and/or internationally.
- Work Environment: Willingness and ability to work in a high-pressure work environment.
- Working Conditions: Ability to sustain prolonged periods of sitting and eye focus.
CONDITIONS OF EMPLOYMENT

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
- Certification: Successful designation and graduation from the Locally Engaged Migration Officer Development Program are mandatory for this position. Candidates who do not meet the requirements within the program timeframe will have their employment terminated.
