Summary of Duties:
We are looking for a seasoned engineer or architect with a passion for overseeing large-scale construction projects to play a pivotal role in the construction of a landmark building for the Government of Canada. Some of your key responsibilities will include:
- Lead and coordinate all construction activities, ensuring they align with project plans and specifications.
- Monitor contractor performance to maintain high-quality standards and meet project deadlines.
- Conduct regular site inspections to proactively identify and resolve issues.
- Review and approve contractor schedules, progress reports, and change orders.
- Ensure all construction activities adhere to safety regulations and protocols.
- Collaborate with architects, engineers, and stakeholders to address technical and design concerns.
- Manage project budgets, including cost control and financial reporting.
- Serve as the primary liaison between the property management team and the contractor.
- Resolve conflicts and disputes efficiently to keep the project on track.
- Prepare and present detailed progress reports to senior management and stakeholders.

This position is open to any person currently residing and legally able to work in Mexico (or who can get a work permit by their own means before an appointment).

Essential qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process.
Education:
Candidates will be required to provide proof of the completion of their education.
- A university degree (“Titulo” or “cedula”) from a legally registered institution in Civil, Mechanical or Electrical Engineering, Architecture, or similar major related to construction industry
Language:
- Advanced (similar to C1 in the Common European Framework of Reference - CEFR) written and spoken proficiency in one of Canada’s official languages (English OR French), AND Spanish.
Experience:
Minimum 5 years of recent* experience working for a private or public organization leading large-scale construction projects worth 50 million pesos or higher.
- Experience in construction project management.
- Experience in construction project quality control.
- Experience in managing/supervising contractors and subcontractors.
*Recent is defined from February 2015 onwards
The Rated Requirements are part of the essential qualifications and relate to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online, pre-recorded or in-person), and reference checking. All qualifications must be met.
Knowledge:
- Advanced knowledge of building systems construction and/or fit-up,
- Advanced knowledge of construction regulations, quality standards and safety measures.
- Knowledge of Project Management Principles (including, but not limited to, full life cycle project proposal and development processes)
- Knowledge of quality assurance procedures, inspection protocols, and quality control standards
- Advanced knowledge of software technologies (O365, AutoCAD, MS Project)

Preference may be given to candidates who meet one or more of the Asset Qualifications. Candidates must clearly demonstrate in their application and, as required, during the selection process, how they meet any of the following asset qualifications:
- Intermediate (similar to B2 in the CEFR) written and spoken proficiency in the 2nd official language (English or French)
- Previous experience working in a diplomatic mission, international organization, foreign private company or similar.
- Experience in construction project management of institutional or commercial building
- Experience with the Canadian building code
- Experience in providing pre-construction and design consulting services including project options, design, specifications, and materials.
Operational Requirements
- Willingness to work shift work and overtime, often on short notice (including evenings and weekends).
- Availability to travel occasionally (national and international)
- Willingness and ability to work in a combination of Mexican and Canadian statutory holidays, which means you will be required to work on certain Mexican holidays.
- The Embassy of Canada is an office-based work environment which does not offer remote or hybrid work arrangements.
Conditions of Employment
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Hold a valid work authorization covering the entire employment period
- Security screening: Obtain a Reliability Status (security level) from the Government of Canada, which includes a criminal and credit background check (will be started once the staffing process is completed and may take ~4 weeks).
