Summary of Duties:
The Common Services Program is responsible for the effective and efficient management and operations of the mission through the provision of high-quality common services to the Government of Canada's international network of missions.
Under the direction of the Deputy Management and Consular Officer, the incumbent of the Common Services Officer position delivers the following core and occasional services at the Delegation of Canada to NATO: Real Property, Property Maintenance, Material Management, Contracting and Procurement, Accounting and Finance, and Common Services Program Support.
More specifically, the Common Services Officer incumbent:
- Real Property & Property Maintenance – Provide services to the property business line including procurement and management, maintenance of the mission’s Chancery.
- Material Management – Provide services of minor purchasing, receipt, inventory, storage, distribution, interior decoration, maintenance, repair, and disposal of materiel for the mission.
- Contracting and Procurement – Provide contracting services including procurement of goods or services up to the mission’s delegated authority.
- Accounting and Finance – Provide services in line with corporate financial responsibilities.
- Events Coordination – Provide logistics services for mission hospitality and team-building events and for other events as determined.
- Fleet Coordination – Provide the mission’s transportation services, coordinate the effective maintenance of the fleet of vehicles and supervise the common services drivers.
- Human Resources – Deliver a wide range of human resource services for locally-engaged and Canada-based staff.
- Mail Room - Provide mail services to the mission including receiving, sorting and recording incoming mail for pick up or internal delivery.
- Common Services Program Support - Provide administrative support services to the Common Services program.
- Protocol and Customs – Provide services to the mission including liaising closely with the local government concerning the application and administration of diplomatic privileges.
- Reception – Provide services on behalf of all programs, which include operating the switchboard, welcoming visitors, providing general information, and controlling physical access.
- Emergency Management and Security– Provide support in strengthening the mission’s emergency preparedness and response activities.
Area of Selection:
This position is open to Canadian candidates who have the right to reside and work in Belgium as an employee on a permanent basis as well as to all employees of the mission occupying an indeterminate or determinate position and to employees hired in emergency situations, who have all the essential qualifications and whose applications are received before the closing date.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:
Candidates will be required to provide proof of the completion of their education.
- A post-secondary degree from an accredited program.
Language:
- Advanced level of French
- Advanced level of English
Experience:
- A minimum of five (5) years of full-time work experience providing client services.
- A minimum of three (3) years of full-time professional experience in project or event management (including, but not limited to, the coordination of contracts, budgets, work schedules, and timelines, etc.).
- A minimum of two (2) years of full-time work experience supervising employees
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
- Knowledge of administrative practices and procedures and business communications
- Knowledge of contract and project management (processes and procedures).
- Knowledge of invoice handling and budget monitoring.
- Knowledge of general services such as basic maintenance management concepts and procedures, and occupational health and safety principles.
- Knowledge of Microsoft apps and products (Microsoft 365, Teams, SharePoint, Planner, OneDrive, Word, Outlook, Excel).

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Experience working in a diplomatic mission or multilateral organisation.
- Knowledge of Dutch
- Knowledge of additional languages from NATO membership countries
Operational Requirements:
- Overtime may be required in the mornings, evenings, weekends, and on public holidays upon request.
- Weekly working hours: 37.5 hours.
Conditions of Employment:
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Secret Clearance (Canadian Citizens only) (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
