Summary of Duties:   

 

The Account Payable Assistant in the Common Services Delivery Point (CSDP) (located in the Embassy of Canada in the Philippines) works under the supervision of the Accounts Payable Officer and is responsible for auditing transactions, providing data entry and administrative support for account payable activities to 35 clients, all Canadian Embassies and Consulates in Asia. This includes inputting and maintaining data in the Financial Management System (SAP), processing invoices for payment, auditing, verifying financial claims, reconciling payments, and providing guidance and training to clients. The successful candidate also acts as the initial point of contact for clients, answering inquiries, and explaining financial procedures and policies while suggesting ways to improve clients’ financial operations. They are also responsible for staying up to date with procedural changes, identifying operational problems, and suggesting ways to improve clients' financial operations.

 

AREA OF SELECTION 

This selection process is open to external applicants legally residing in the Philippines at the time of appointment and to mission employees occupying an indeterminate or term position, including emergency employees. Candidates must be legally authorized to work in the Philippines.

ESSENTIAL QUALIFICATIONS 

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education 

 Candidates will be required to provide proof of the completion of their education.  

  • Bachelor’s degree in Commerce, Business Administration, Finance, Accounting or acceptable relevant experiences (as stated below)   

 

Experience

Minimum of 3 years of recent* experience (consecutive/non-consecutive) in the areas mentioned below.  

  • Experience, with financial processes, such as processing claims in an enterprise resource planning (ERP) software (e.g. SAP);  
  • Experience with data input and managing information electronically and record keeping; and  
  • Experience in communicating with internal and external clients on policies, regulations, and procedures.  

*”Recent” experience is defined as within the last 4 years and include internships (internships are recognised as work experience).  

 

Language

  • Intermediate fluency in English (reading, writing, speaking) 

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge

  • Demonstrated knowledge of information management for payables, including proper documentation, generally accepted accounting principles

 

Abilities

  • Effective communication skills in English to make appropriate recommendations to management and clients.
  • Ability to use computer software and systems, including Microsoft 365 (especially Outlook, Excel, and PowerPoint)
  • Ability to coordinate conflicting priorities within tight deadlines and meet work targets in a fast-paced office environment

Asset Qualifications

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

 

  • Fluency in French (reading, writing, speaking)
  • Certified Public Accountant (CPA) or other professional Accounting designation
  • Work experience with SAP FI, SAP MM, SAP BW
  • Experience working in a diplomatic mission or international organization
  • Knowledge of the financial and contracting processes in the Canadian federal government as it applies to embassies

 

Operational Requirements

  • Hours of work: Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
  • The successful candidate must be willing to work overtime on occasion and when required.

 

Conditions of Employment

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. 

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Other conditions of employment:  

The successful candidate must:

      • Meet the employer’s medical requirements by undergoing a medical evaluation by a physician.
      • Be able and committed to working additional hours as required, and on short notice, during evenings and weekends.
      • Be able to travel both locally and abroad.
